Why cut-off score is still so high?
The answer to that question is the long pause on draws. The last CEC Draw was 10 months ago and the last FSW Draw was 18 months ago. Since there were no draws the pool got bigger and bigger and now it is taking time to drop down the CRS score to the pre-Covid ranges.
For Canadian Express Entry, the most recent CRS cut-off scores are very high. The draw held on August 3, 2022, disappointed many widely expected applicants with a high cut-off score of 533. Even so, the cut-off score only dropped by 9 points from the previous draw. The same can be expected in the upcoming draws.
The recent all-program Express Entry Draw’s scarcely changing cut-off score was the most worrying development (9 points only). This makes getting an ITA for candidates with CRS scores below 500 much more difficult.

Thus, the CRS scores are not significantly impacted by the most recent Express Entry draws with low ITAs. In order to decrease the CRS Cut-off score in the upcoming draws, Canada will need to send out more than 2000 invitations. If subsequent draws follow the current pattern of invites (+250) and cut-off (-9), it will resemble this:
