The Immigration, Refugees and Citizenship Canada (IRCC) has recently held a second round of category-based Targeted Express Entry invitations. This draw specifically targeted candidates eligible for category-based selection in science, technology, engineering, and mathematics (STEM) occupations. This article provides an overview of the latest Express Entry draws and the eligibility criteria for STEM candidates.

A total of 500 candidates were invited to the STEM category-based draw. To be eligible for an invitation, candidates needed to have a minimum Comprehensive Ranking System (CRS) score of 486.

In addition, the IRCC has confirmed it will invite 1,500 healthcare workers to apply for permanent residence this week. A similar Targeted Express Entry Draw for healthcare workers has been conducted on June 28, 2023.

Eligibility Requirements for Targeted Express Entry Draw in 2023

The IRCC has finalized new category-based selection criteria for Express Entry draws based on labor market projections and consultations with various stakeholders, including provincial and territorial governments. The new criteria include:

  • French-language proficiency
  • Healthcare Occupations
  • Science, Technology, Engineering, and Math (STEM) occupations
  • Skilled Trade occupations
  • Transport occupations (including Truck Drivers)
  • Agriculture and agri-food occupations

You must also meet all the eligibility requirements for one of the three economic immigration programs: the Federal Skilled Worker Program, the Canadian Experience Class, or the Federal Skilled Trades Program.

Importance of CRS Score for Targeted Express Entry

Although category-based Targeted Express Entry Draws consider specific occupations, candidates will still be ranked based on their Comprehensive Ranking System (CRS) score. Higher-scoring candidates remain more likely to receive an Invitation to Apply (ITA) for permanent residence. Regular all-program or program-specific draws will continue to take place, where a high CRS score remains essential for consideration.

Frequency of Category-Based Selection Draws

IRCC does not have a fixed schedule for Express Entry draws or a targeted number of candidates for each category. The timing and number of draws are at the discretion of the Immigration Minister, aligned with Canada’s economic priorities and French language support. Therefore, category-based selection draws can occur at any time.
