What is Express Entry System and CRS?

The Express Entry system handles the pool of candidates for the Federal Skilled Worker, Federal Skilled Trades and Canadian Experience Class, the three main economic-class immigration programs in Canada.

Comprehensive Ranking System

Each eligible candidate gets a Comprehensive Ranking System Score, or CRS score, which determines their position in the pool.

CRS Scores are based on factors including the candidate’s age, education background, skilled work experience and proficiency in the official languages of Canada (English or French).

Express Entry Draws

High-scoring candidates receive invitations to apply for Canadian permanent residence (ITAs) through regular Express Entry draws from the pool.  These draws usually take place every two weeks, but due to the pandemic, the regular Express Entry draws were paused. The last all-programs draw was December 23rd, 2020 and the CRS score of the lowest-ranked candidate was 468 points.

New Express Entry Processing Times

Prior to the pandemic, Canada aimed to process the Express Entry immigration applications within 6 months of time. But, during the Covid pandemic, the applicants have had to wait for longer, up to 20 months.

Finally, the Canadian government has confirmed today that the processing times for new Express Entry applications will be 6 months again.

What are the options for candidates below 470 CRS score?

Some of the things you can do to improve your CRS score if below 470:

1. Get a Job Offer

When candidates receive a job offer from a Canadian employer, they can maximize their points in the Comprehensive Ranking System (CRS) and receive an invitation to apply (ITA). For a job offer to be eligible to claim CRS points, it should be:

  • full-time
  • at least one year in duration
  • NOC Level 0, A, or B or TEER Level 0, 1, 2, 3
  • backed with a positive LMIA (not required if LMIA-exempt)

2. Visitor Visa to Work Permit

There is no such thing as conversion from a visitor visa to a work permit. Although the applicants on visitor visas are legally allowed to search for jobs in Canada and can successfully get a work permit in Canada.

3. PNP Options

Express Entry candidates can also apply for various  PNP Programs to get an additional 600 Comprehensive Ranking System (CRS) points to their base score.

Since provincial governments are slowed down as they are waiting for their quotas to be announced. Also, after the bill C-19 is approved the federal skilled immigration will be getting the advantage of an occupation-based selection of candidates.

This will affect PNP as the candidates will choose federal programs instead. So, these provinces have to redesign their programs in a way that attracts skilled workers, which they might lose due to new bill C-19 changes.

4. Add the French Language

Canada encourages francophone immigration, both at PNP and federal levels. If you read French it will make a huge difference and enhance your Express Entry profile.

5. Wait for Bill C-19

PNPs have been doing occupation-based draws regularly. Since Bill C-19 is all about adding occupation-based categories to the Express Entry system, even low CRS-scoring candidates can receive ITAs.
